I mistakenly deleted the "Timeout" case and then realized there was no other way to control the "idle state" of my program when it first starts.
How do I put it back?
Is it sufficient to create a blank case with a constant wired to the Timeout value?
Is there some way to name that case "Timeout"?

Look under <Application> in Event Sources.

Thanks for the quick solution. It's one of those dumbass things that only a few people will ever do.

I'll bet it happens a lot more often than you think. It is not that hard to select Edit when you mean to Add an Event Case.
