Since 1036 is a chassis, connecting a monitor to it is somehow "impossible".
What controller are you using? What OS is installed there?

If the controller boots, you should get some info like BIOS before Windows is booting.
If that info displays, you have a too high resolution configured in Windows for the given monitor. Go into safe mode (F8) to reduce it.
If you see nothing (not even BIOS):
Make sure that monitor is switched on and working (test with other PC)
Make sure that the controller is alive (e.g. accessing harddrive)

We have seen a somewhat similar problem. If the monitor is not powered up prior to PXI 8101 then it is not recognized by 8101.
However if it powered prior to 8101 then it never poses the problem.
We have been using PXI 8430 prior to this and never had any such problem. The only difference being 8101 offers only DVI interface so now we are using DVI-D cable rather than VGA.
