Good news! My team actually discovered the root cause late yesterday and just informed me this morning. Indeed, some of our updates were pointing at an internal NI server, instead of our external server. We're still investigating how that happened, but we've corrected all the affected updates now. In the case of Xilinx 10.1, it happens that only the German version of the update had this problem. The downloader I created for you was copied from the English version of the update, since they ultimately install the same file, so that is why the downloader didn't expose the problem.
Another day... another problem solved...
