I've seen a number of topics on this. I haven't seen an answer that works for me.
I've written a new LabView 2011 application which is to run on a brand new Windows 7 PC. No development environment on the target PC.
The program runs on the development PC. I did a build. The executable runs on the development PC.
I built an installer and included the NI LabView Runtime Engine 2011 and the NI Variable Engine 2.5.0.
The installer completes without error on the target PC. The application fails immediately with the following message:
"The program can't start because NIPALU.dll is missing from your computer. Try reinstalling the program to fix this problem."
Reinstalling doesn't help.
The failing program tries to read/write shared variables.
Other programs that do not read/write shared variables run correctly on the target PC.

You can try adding the NI-VISA Runtime to your installer.
