Once you have a newer version of LabVIEW installed, you cannot (easily) revert to an older version. The easiest and safest way to do this is to completely remove LabVIEW and "start over". In a decade of LabVIEW use and several hundred installations (for myself and colleagues), I've run up against this situation numerous times, and have tried simpler methods that ended in frustration until I removed everything and started over.
LabVIEW 2017, in my limited experience, is even worse. I've installed it on three of my machines, only to completely remove it (and, in two of the machines, wipe the whole machine and start over with installing Windows) and stop with LabVIEW 2016. I did manage to install it on a Test Win 10 system, with IMAQdx. I just tested it with a Logitech USB Webcam (C920). On my LabVIEW 2016 machine, it works fine. On LabVIEW 2017, it shows up in MAX, but doesn't function (can't Snap or Grab).
Note that LabVIEW 2017 did not have a full year of development -- NI moved the release date back three months. Less testing, possibly more bugs.

I reinstalled the 17.5 upgrade. My standalone VI application still doesn't recognize the camera. It's the same as before with error code -1074360311 (camera not found).
Bob: Thanks for your insights on the LV2017 development cycle. I'm going to try the full LV and Vision wipe and re-installation now.

Stop when you get to 2015 or 2016. Be sure cameras work. If you want to try 2017 again, you'll at least know how to re-fix, if necessary.
