Could you please advise on the following - if the information is unknown please answer N\A,

The highest NT4 compliant version of Labview & the availability of this product.
The highest NT4 supported version of Labview & the availability of this product.
The lowest XP compatible version of Labview that is also compliant on NT4.
The lowest XP supported version of Labview that is also compliant on NT4.

I'm not sure what you mean by compliant and supported, but here is what I have from the release notes of various versions.

LV6.1, NT4SP3, XP (first version with XP Support?)
LV7.1, NT4SP6, XP

So, the current version of LV (7.1) will run on NT4 with Service Pack 6 and XP. The earliest version of LV the NI announced XP support for was 6.1. I'm not sure if earlier versions would work or not. I'm not sure what NI's policy is on selling old versions, but since the current version works on NT, it probably isn't an issue.

Most likely even 6.0.2 would work on XP although there may be some
cosmetic issues. However 7.1 may actually run into trouble with the
upcoming XP service pack and its default settings, as security in XPS
P2
has been considerably tightened and a lot of application will probably
run into problems. It could be that certain things in LabVIEW aren't
even possible (e.g. TCPIP, VI Server, Active X) without changing the
default settings.

True. From the LabVIEW 7.1 Readme.html:
If you have Windows XP Service Pack 2 installed, a Security Alert dialog box appears when you launch LabVIEW or the NI Example Finder for the first time. If you select the Keep blocking this program option, the LabVIEW VI Server, LabVIEW Web Server, and any server written in LabVIEW cannot accept incoming connections from a remote computer. Select the Unblock this program, despite the security risk option to configure your computer to launch LabVIEW without any changes in functionality. Refer to the KnowledgeBase [broken link removed; article no longer available] for more information about correcting this problem.
