      Can we make PCB(printed circuit board) layouts in labView.If yes, how?

LabVIEW is not the right software. You should look into NI Ultiboard.

If you are not doing anything too fancy and just want a few layout tools try the free version of Eagle or KiCad and FreeRouting.
