I'm using LV 2016. I'm trying to install the "Package Builder for LabVIEW" add-on though NIPM, which allows users of LV 2015-2018 to build NI packages. But, after installation I still don't have the "package" option when I try to create a new application build. If I open a project that already has a package build it shows up with a warning triangle next to it.
I've tried uninstall / reinstall as well as repairs, but nothing seems to take. Does anyone have any ideas?

Contacted NI Tech Support, but it wasn't very fruitful.
First they tried to tell me that it's not called "LabVIEW Package Builder", it's called "Application Builder".
I sent them screenshots to show them I can build applications (executables, installers, etc.) just not Packages.
Then they told me LV2016 doesn't have the ability to build packages.
I told them it didn't have the ability, until the LabVIEW Package Builder was released on NIPM.
Then they said that's not really supported anymore, upgrade to a newer version of LabVIEW.
Is there any way to leave feedback about a NIPM package?

LabVIEW 2016, and the LabVIEW Package Builder add-on, have not been supported for several years (>4). I am not surprised the support engineer was initially confused.
NI Package Builder is the current application for building packages: NI Package Builder Download - NI. Give it a try and see if it meets your needs. I can't promise it is compatible with LabVIEW 2016, but worth a try.
