Context:
When trying to download LabView, I was receiving errors that seemed to suggest the LabView Install Manager files had an error in them (2705).
So, I went and deleted those along with the other NI files found in Program Files folder. When I try to redo the install of either the LabView Install Manager or LabView itself, it says I already have the files downloaded despite that very much not being true. Should I have used the uninstaller located in those files, yes, but I did not know of it and did not think to check as they were already not working correctly.
Question:
How can I get to the point where I can reinstall LabView/the LabView Install Manager?
What has been tried:
I have tried installing LabView again as well as the LabView Install Manager.
Any help with the question section is much appreciated. Thank you.

You could try to go through the add remove programs and remove all of the NI software that way.
You might get lucky and it will remove the residual pieces that were left behind by just deleting the folder.

Thank you for the suggestion.
Unfortunately, it says the files are not in the correct location (because they are no longer there at all) and can not remove them due to that. I will look into a forced uninstall but be sure to let me know if there are any other ideas.

Since 2017, when NI introduced the NI Package Manager, the only safe way to install and uninstall NI software was through NIPM. I discovered (for myself) that uninstalling any other way, including using "registry cleaners" to "remove" Ni software from your PC, basically left the PC (and its Windows software) unable to install LabVIEW again -- the only solution was to backup your data, make a list of all the Software installed, then reformat the C: drive, reinstall Windows, reinstall all the other "non-LabVIEW" programs, restore your data files, then use NIPM to reinstall LabVIEW.

Rough, but thank you for the detailed advice. I am probably due for a good windows reinstall anyways.
Again, thank you.

I've solved similar issues by installing LV again so it's registered and then uninstall via NIPM.
