Problem with "Pad with Spaces on Left" using "Minimum Field Width" under Graph Properties > Display Formats

I am having trouble with the "Pad with Spaces on Left" using "Minimum Field Width" under Graph Properties > Display Formats.  The problem is that no spaces appear to pad the left.  I am able to use the "Pad with zeroes on Left" successfully.  Has anyone seen this problem?

How are you determining that no spaces appear on the left.  You don't see them unless you double click the number.  Normally you don't see the spaces so why pad with spaces?  Also, this formatting applies to the horizontal scale only (I think).  It doesn't seem to work with the vertical scale.  I just tried it here and it works on the horizontal scale.
