Program FPGA through JTAG using HSDIO

In Xilinx ISE or Vivado we create bitfile.

Is it possible to program that bitfile to FPGA, for example, Spartan-3E, via JTAG using HSDIO? Or program Xilinx XCFxxS Family with same method?

I want you to clarify what you are trying to do.  Years ago I implemented JTAG communication on an NI FPGA with LabVIEW to talk to some other devices and get information out of them as part of a functional test.  This worked and took a bit of trial and error but was reliable once enough debugging took place, so this is possible.

If you are asking about taking LabVIEW compiled bit files, and putting them on non NI FPGAs, then the answer is no.  Or rather it might be possible, but with many things broken, not working, and not having NI's support to where it wouldn't be a worth while investment in time.
