RAS dial with LV5.1

I need a way to initiate & cancel a RAS (modem) connection using LV
methods. Maybe RASAPI32.dll works but how?
I know i can call DLLs with LV but how can i get information about how
to use these DLLs?
Any ideas will be helpful
