Renaming the DLL works and gives me the NI Product Registration dialog after loading for 2 to 3 seconds.
This also corrects a similar (identical?) problem that started happening after LV2013 installation, NIUpdateService.exe was running as a scheduled task with options -c -task after LV 2013 installation and the task would hang at 100% CPU.
Both problems appear to be fixed after renaming the dll so it can't be loaded... Also, since I have duplicate files/folders in program files and program files (x86), I renamed the niDiscExp.dll in the (x86) folders since the registration and update services were running from my (x86) folder -- this is just a clarification for anyone else referencing the quoted path above which is not 100% explicit.
