If the question is: How do I deactivate a LV license if I've already wiped the disk (or it e.g. crashed)?
Then it can be a hassle. One solution (which technically violates the license) is to simply install on the new computer. As the old one won't be reactivated in the yearly check, it'll kind of 'fix itself' in a while. The issue here is 'over booking' of the license, not the actual installations.
The licensing department should be able to unregister any license though so I don't know what's up.

You don't need to unregister anything.
As the license agreement explains, software can be installed at three computers at a time. That means once you uninstall it on one (deactivating is not enough), you can install on another.

(When NI support directs you to the forum to discuss license issues then there is something wrong with NI supprt…)
It might have happened because of inactive service program.
I'd be more than happy to investigate that, if the author PM's me the service request number.
