I created a new VI and modeled it after yours, I didn't see a problem at all.
Really? I got it immediately with a new VI in 2016 (attached).
I created from scratch in 2018.
Also be sure to set the Run-Time Position to be centered (or customer) and force the size to be the same as the minimum window size. You have to uncheck the "Use Current Panel Size" option. So what it appears to be is an interaction between the minimum window size and the Run-Time window size.

That's the secret. The part about being centered wasn't obvious in the earlier messages. Along with the "use current size" checkbox.
Attached is my LV 2018 VI. The toolbar and menu actually show when they shouldn't as opposed to being white space.
Tim, on yours I see odd artifacts with the VI icon.
Definitely seems like a bug.
I wonder if a viable workaround would be to not use that "centered" option in the VI properties, but have the VI look up the windows resolutions and its size and position itself in the center of the monitor.

I also see what I believe to be the TeamViewer window overlay (the double-ended arrow). I believe this can cause weirdness with LV windows.

Interesting. I'll try again but make sure I have Teamviewer turned off. Whether that applies to the other people, I don't know. I have it on because I'm managing some things on a remote machine, but that in itself is completely unrelated to working with code in LabVIEW and would be pure coincidence that I have it open.
EDIT: Nope. I shut down teamviewer and the VI still exhibited that behavior.

Yep, I saw the same thing. I just took it as an artifact of the main issue.

There are definitely some odd behaviors exhibited by LV windows. Remember the Single pixel (1px) border missing on LabVIEW windows in Windows 10? Remember the various issues with LV vs Aero?

I have a slight memory of this happening Before. That time it came down to certain Graphics chips/cards and drivers. If the setting of the VI is off, it shouldn't be any empty area, simple as that.

Had this issue from time to time through the years. Again today with LV2022Q3. A solution that worked for me is discussed here.
