Restricting connections to various services to localhost

Is it possible to configure NI Service Locator (3580), NI System Web Server (3582), NI Application Web Server (8080), NI Web Server (80), etc... connections so that they can only come from the local host without relying on a firewall?

 

I've tried changing the Address = "*" line in the NI .ini files I could find to specify localhost, 127.0.0.1, or the actual IP but it does not prevent serving HTTP to external traffic on that support.

 

I've also tried changing the NI .conf files with a line specifying listen 127.0.0.1 but have a similar result.

 

I have several older systems deployed to multiple customer sites that are due to be replaced next year, but the open HTTP ports provided by each of these services have been flagged as a security risk.  As far as I can tell, the NI Service Locator is required on each system, but only for local connections.  I haven't been able to tell conclusively whether any of the other services are required.  Relying on a firewall will be difficult as it is managed by a group policy.
