Runtime 8.0 download not working ,Error 550, Where to download?

I tried downloading the version 8 runtime engine (87meg version) but it comes back with an error 550, No such directory.
When I tried a direct link that was in another post it came back with error 553, Permission required

What gives? and were can I get the full runtime engine?
