well, you should do some reading, put to point you in a direction:

Depending on what modem you use - I would recommend you'd connect a modem (or your cellular phone) to your computer and labview application; and learn and play with the Hayes command set first.

I don't know what the application is like. But LabVIEW has the Short Message Services VIs to enable Mobile applications to programmatically send SMS messages from a phone-enabled Mobile target to other phone-enabled devices. Please check out the link below.
