SbRIO-9651 DIO value of 3.3V is not executing

Hello all, 

I am trying to get a voltage signal at one DIO of the Carrier Board (UHS_OUT), but I cannot read any signal coming out (i am only getting 0V). I attached the FPGA VI. It is very simple, why is it not executing?

I configured my SOM with my computer already and I am not getting any errors out. I also build and flashed my software into the FPGA Target. Thank you!
