Scale objects on front panel will not turn off

When I resize the Labview VI window, or load the program onto my laptop, Labview automatically scales the objects on the front panel and everything becomes illegible.  VI properties -->  Window Size --> "Scale all objects as window resizes" is not selected.  How do I get it to stop trying to resize?

Sorry, I couldn't duplicate the problem with another VI or any of the subVI's so I attached the whole program.  Also attached is pictures of before and after resizing.

The decoration behind the "Stepper Motor Control" is set to scale with the panel, uncheck that. Rest is OK.
 
These things are easy to see once you delete the blue background, because scaling panels have radiating guide lines.

Just as a general tip:
 
You can easily paint the background to whatever you want using the coloring tool, so there is no real purpose for that oversized blue decoration you placed on the background. 🙂
 
This has the advantage that the scaling guidelines are not obscured during editing..
