The way I do it is I create a dialog Box VI and I have it set to open when
run and close when finished. I then have a delay inside the VI for 15
seconds and when the delay is done the VI is finished and closes. This can
be displayed while your other VI's are initializing or I have had the VI
that call my splash screen also dynamically load my program VI's.
