Hello ATR,
I have been able to find an older TPC-2006 to do some initial testing. This device has Windows CE 4.2, which is older than 5.0 which is on the TPC 2106.
Using this device, I was able to simulate changing from British Summer Time on October 25th, 2am using the details supplied by this third party, time and date website.

I performed this while having the 'Automatically Adjust for Daylight Savings' ticked, as well as the Regional Settings to English (United Kingdom). I made sure to click 'Apply' after all changes and then clicking 'OK'.
I have not tested the system for the US locale, or time zone, however I am aware that the US has changed their time policy in 2007. There are additional updates for Windows CE to reflect these changes, however, GMT and BST have remained stable, and didn't show an issue on my version of Windows CE.
