You can poll the CTS line using VISA. Open VISA session to com port, pass
this session to property node. For property, select Modem Line Settings/CTS
State. You can also look at the other handshake lines. As for timing, it
will not be very precise as you are relying on windows timing I presume.
If you want good timing precision you should use a DAQ board with a counter,
this will be much more precise than windows.
