Timestamp system time differences

When saving timestamp data as string always enclude the zone.  

Warning! No OS currently supports the leap seconds in UTC. Eventually we will probably have TIA support which is a contiguous time and based exclusively on the SI second.   There is a meeting scheduled in 2024 to discuss the future of civil timekeeping practices.

This is where ISO8601 comes into play!
