Turbocode ?

As PaulG mentioned, LabVIEW has the Mathscript node, which is NI's version of Matlab. Most Matlab scripts seem to work in Mathscript with a few modifications. Note that Mathscript is not available in the Base Package version of LabVIEW.

I have not studied the code from the link in detail, but I think you can run the viterbi subVIs on a plain PC. Since they are just LabVIEW, you should be able to reuse most of the code.

For example all the VIs in folder "Viterbi Decoder\FPGA subVIs" will run in plain LabVIEW. 🙂
