The device that LabVIEW communicates with must implement the USBMTC standard for use with NI-VISA with USB. https://knowledge.ni.com/KnowledgeArticleDetails?id=kA00Z0000019NsmSAE&l=en-US
Many USB devices will install drivers which creates a virtual com port on the PC. If your device is one of those, then you would VISA over serial.
