I tried to download the VISA 2.6.1 an my Win 2000 System with Internet Explorer 6.0 an it works.

There are two ways to download this information: -
  1) is ftp
  2) the other is http

It's posible that you are behind a firewall in a company that does not permit download from ftp sites.

To clarify, if you want to download the file via http instead of ftp, you just need to replace the ftp:// portion of the URL with http://
