VI Titlebar - Click behaviour

Hi,

there is different behaviour on clicking the titlebar of a VI while running:

Any suggestions/explanations on this?

I tried to move a VI while Shift pressed and found that as long as there is no mousemovement my while loops was paused so I constructed this vi to examine this...

Switching into UI-Execution-system syncs them but pause is possible...
