That's too bad! If you are using the "Free" version of VIPM, then there really is no "registration" or "activation". Of course, you might be running LabVIEW 7 (or earlier) and might have loaded VIPM 2019 (or more recent) and in the decade-and-a-half interval, VIPM might have "drifted" sufficiently that it doesn't quite run correctly. Or you might be trying to run on Windows 95 ...
To the best of my knowledge, the only time "registration" is involved is with the "Professional" version of VIPM, which comes with additional features, and does need to be purchased. If you are registered for (say) VIPM 2014, and your registration period is 1 year, you should expect to be able to reinstall VIPM 2014 today and have it run OK. You should not expect to be able to run VIPM 2019 after your registration period for the VIPM 2014 expires.
But we have no way of knowing your situation because you didn't explain.
I suggest contacting JKI directly and addressing your concerns with them. I am sure they have records of your "registration" and can help you with this.

I have LabVIEW 2018 and I can to pass to LabVIEW 2019
but the installation is not installed correctly so I remove LV2019
since the VIPM Don't run correctly , I have the message box
I Don't know what to do
i Don't want remove all LabVIEW , it is very too long to install

There are 3 options: choose the one that fits your requirements!
(Either renew your registration by contacting JKI as already suggested. Or choose the Free edition when you don't need the Pro capabilities!)
You don't need to remove LabVIEW just to choose one of those 3 options!

From your most recent Post, I think you have an installation of VIPM Professional, which might have an expired or otherwise non-working License, that both prevents you from running it, and also prevents you from installing the Free version (as you already have VIPM installed).
One solution would be to "start over" with VIPM, which can be removed and re-installed without disrupting the existing LabVIEW installation. Here are the steps to do this:
