Vi won't load despite having correct packages

LabVIEW has this "feature" that you cannot install an older version if a more recent version is "seen" by the Installer.  As you had drivers for LabVIEW 2019 installed, and (in my sad experience) NIPM is not very good at "partial uninstalls" (it seems to like "Most or Nothing"), you might not really have the 2018 routines that you think are present.  Did you watch the installation and see that LabVIEW 2018 drivers were being actually installed?

No, the only confirmation I saw of LV 2018 drivers was during the feature selection window when installing.  I had options for 2018 support and 2019 support.  I made sure both were selected.  

Unless you have any other suggestions, I'm just going to put in a support ticket.

A good idea.  I have a lot of respect for the Engineers at NI who field Support calls.
