Are you referring to LabVIEW Instrument Driver Development Studio? That's simply a LabVIEW addon tool, you still will need to have an installation of the LabVIEW IDE.
Also since the driver already exists and most likely simply needs some more or less extensive additions, the Instrument Driver Development Studio won't be particularly helpful. This tool is mainly useful to get the driver framework setup correctly and give you premade templates for the most common functions for these drivers.
Whoever is going to do your driver modifications is most likely simply going to load the instrument driver project in LabVIEW and go from there.
