Why does one VI work but not the other?

If you view the attached,  there are several VIs, all of which access the TESCOM.DLL.  All these VI's functioned perfectly in Labview 2009, on Windows XP Pro.  I've recently upgraded to Labview 2011, and Windows 7.  None of the VIs attached work now except the Shutdown.vi.   The rest give me an error saying "Tescom startup failed.  DLL may be in use by another application".  Any thoughts as to why this is?
