Why i can't shut down my computer use win API-ExitWindowsEx

Could you give me your advice in this subject?

I want to shutdown my computer through call win API, from WINDOWS API MANUAL, the ExitWindowsEx can do it, but when i run the vi, it can only logoff, other than shutoff my computer.
