Will App Builder 7 produce Win95-compatible apps?

Many of the PCs in our organization are still using Windows 95. Before we start developing a new app using LabView 7, want to be sure we can build and distribute apps for those older machines.

Perhaps, but you are really addressing the wrong issue. You should be asking
how do we migrate users from an 8 year-old operating system to one that is
supported by the manufacturer (MS), provides stability, is not based on top
of DOS, and is supported by other modern apps and manufacturers. I'm sure
you have heard this before, but you need to consider the downside of trying
to support Windows-9x, as things have moved on since the dark ages....

Just my $0.02...

You're preaching to the choir! Our CIS department is about half way through a 2-year process to migrate all 2500+ PCs to Windows 2000. I'm trying to ensure the users of this LabView app will be urgraded sooner...

I took a quick look at the LabVIEW 7 release notes and in there it states that Win95 is not supported with LV7. I don't know if that means that there's something in the OS that prevents LV7 from running or whether that NI never bothered to test it on such an old OS.
