avoid pulses generating at steadt state condition for a PID controller

Iam using PID controller for controlling a level in tank using labview. My problem is that i am getting pulses in between at the steady state condtion.Due to that my system become unstable.

I  am getting correct out put  during the simulation. No pulses also.
