The llb that you downloaded only has a few basic functions. It looks like you need to send individual raw commands (with the 'Write Cmd' button) and the commands you need to send would appear to be listed in the manual. Unless someone has used the exact same controller as you and posts here, you will be pretty much on your own since you have the controller and no one else can test the code without the actual controller. I would suggest experimenting with the user provided program and then try to replicate the same thing with the LabVIEW code.
I have no idea where you placed the llb but doing exactly what is in the video is a bit silly. You do not have anything like a normal instrument/driver. That is something that you can create from the basic communication interface that the vendor has provided.
Note: There is a dll required. That is what the functions in the llb are connecting to.

hello, I met the same problem. That Llb file cannot be opened using labview, however, it can be opened using pspicem perhaps it's not a labview file

What .llb file are you trying to open, and what version of LabVIEW do you have?

I have labview 2015, and I find that the file in the folder is not a .llb file but a lib file. Also, I didn't find out any labview sample code or VI library in the folder I installed.
By the way, the motion controller I use is NSC M series. I attached its installation file.

It doesn't appear that your model (which is discontinued) has any sample LabVIEW source code available.
