I've put all the stuff in c:\irapi directory and added this path to Windows PATH environment, hoping that this would help ("...You can do that by editing the global path variable or by simply copying all the files to the folder your application is running in."). It's a pity that Testo support team refused to give me their .bmt file header. This could make life easier.
I've asked the NI support team to help me resolve this problem, may be they are able to.

I'm not sure what you are expecting NI support to do for you. It is not a LabVIEW problem that the testo software looks like such a mess.

Well, I hope they will say me what I'm doing wrong.
Now I see that your open_irimage.vi is splended - it makes the need for wrapper dll unnecessary. And it should work - at least if this library is workable at all.
I've written to Testo support, too - I've asked them what makes their DLL so special. They have their own Labview package (a set of VI's) that works directly with Testo IR cameras - but only streaming image from cameras. That proves that Testo developers are LabView-aware.
