As general advice, you could achieve cuise control simulation with a PID loop.  you should be able to find PLENTY of examples for PID.

Oh yes, sorry I thought you were actually trying to implement cruise control with hardware and wanted more information.  The PID example shipped with LabVIEW in the example finder should work.  There is also several PID examples on these forums, and there is a PID and Fuzzy Logic Toolkit which has some more examples.
