Hello Freemason,
You may want to explore the use of another NI software product called DIAdem. DIAdem is a piece of data management and analaysis software that has the capability of syncronizing video with captured data.
You may also choose to evaluate DIAdem via the page linked here.
Also, I searched ni.com directly with the terms "video playback in labview," the community example linked here was the first return. As you may gather the video syncronization function is not an inherent function built into the LabVIEw framework. It will take a bit of development to implement this type of feature.
I hope the information provided helps define a getting started point. Please post any follow up questions you may have.

The internet pricing at the various system levels is given on the product page linked above. Clicking on the "Buy" link listed underneath the various system options wil display, an internet price quote.
Additionally, you may download an evaluation copy of LabVIEW 2009; such that you may open the example, and save for previous versions if you wish. The example also indicates that it employs both the IMAQdx and the NI DAQmx drivers. These software pieces may be obtained via www.ni.com/support.

I have posted a 8.6 version here; however, I do not work in the Vision group, and do not maintain an install of the IMAQdx driver. You may test this version of the example to see if it will correctly associate with the IMAQdx driver on your machine.
You may alos choose to look into the forum threads regarding downgrading, and may recieve assistance from users in the downgrading option. Also, you may choose to post on the community example comments, requesting that that author post a downgraded version of the application.
