can I run labview dll on  a computer with no Labview Runtime Engine.
For example, a C++ program calling a labview dll can run on a machine without labview?

You asked 2 different questions:

1.  You must have the LabVIEW Runtime Engine installed on any system which will use the DLL.
2.  You do not need the LabVIEW Development System installed on any system on which you wish to use the DLL.
