Older versions of LabVIEW are available "by request" to your NI sales rep.  Just hit the "Call me now" feature on NI.com and speak to an NI AE.

I was able to find it by doing a search for LabVIEW Development System 2009 SP1.

LabVIEW Development System 2009 SP1 - Windows Vista/XP 32-bit/Server 2003

LabVIEW Professional Development System 2009 SP1 - f5 - Windows (latest patch)

You will need a current SSP and Product registration (LabVIEW License of course) on your MyNI profile to access those downloads.
