“ERROR_INSTALL_SERVICE_FAILURE 1601 The Windows Installer service could not be accessed. “
To start you want to verify that the Windows Installer service is properly registered.
Another course of action is to copy the entire contents of the CD to a folder on the hard disk and then run the installer. While Copying over the contents of the CD, make sure that you select the option 'Show Hidden Folders' so that you are able to copy all the folders on the CD. Windows usually has an easier time copying the data from the CD then reading sections of it while running the installer.
If you receive an error while copying the contents of the CD and have a second networked computer, load the disk in the second computer, copy the CD to its hard disk and then share that folder over the network using Windows File Sharing.
If neither of these two options is available, navigate to the CD-ROM drive vendor’s website and see if a driver or firmware update is available for your drive.
