example finder NI service locator

This past week I decided to upgrade to 8.6.1 from 8.5.1 & again the SERVICE LOCATOR is interfering with the EXAMPLE FINDER.  To my knowledge this problem has existed all the way back to LABVIEW 7.0.  My OS is WINDOWS XP & I have disabled the firewall & made sure I set the SERVICE LOCATOR to be enabled manually so that forced me enable it after boot up.  Despite these measures I cannot get the EXAMPLE FINDER to work.  The odd thing is that I uninstalled LABVIEW 8.6 & the EXAMPLE FINDER works for 8.5.1.  Once I reinstalled 8.6 again EXAMPLE FINDER no longer works for either 8.5 or 8.6.  Oh, BTW I did a CLEAN REINSTALL.

 

WHY DOES THIS PROBLEM PERSIST OVER so many upgrades & what is the FIX??????????????

From my experience its most of the time a Virus Scanner or Firewall blocking the Service Locator.
