facing issue in installing NI package manager.

I'm trying to install the NI Package Manager, but I receive an error saying that a file is already installed. To resolve this, I manually deleted all files related to NI. However, I wasn't able to delete one file: "nimdnsNSP.dll" — it seems to be locked or in use.

Even with this file still on my system, I attempted to reinstall the NI Package Manager, but the same error appears (as shown in the attached image).

Does anyone have any idea how I can fix this issue?

There is a "safe" way to remove LabVIEW from a PC, and there are many "unsafe" ways to "delete all files related to NI".  Fortunately, there is a way to fix this (I did it twice when in 2017 when NIPM was first introduced):

  1. Back up all your data files.
  2. Gather "installation" disks, document the programs you have installed, and be sure you have all the passwords and License numbers handy.
  3. Reinstall everything.  The first step is to reformat your C: drive, then reinstall Windows, drivers, all your other Packages and Utilities, and all your data files.  [I'm assuming there is only one user account -- it gets much messier with multiple users!
  4. Now download NIPM and use it to install LabVIEW.

The (only, as far a I know) safe way to uninstall LabVIEW is to use NIPM.  You do the following:

  1. Start NIPM.
  2. When you see the list of programs, check the box at the top left to select them all (except NIPM itself), and remove all.
  3. Reboot, and try it again.  Be sure you are not just looking at "Features" (I'm not sure what the button says, but it is at the top of the main screen, in the middle).
  4. Keep repeating until you see only NIPM itself remaining.  Tell it to remove itself.
  5. When you are done, I recommend leaving "National Instruments" folders alone and in place, unless you plan to not install LabVIEW.  If you do re-install, you will probably safely overwrite those files, so why take a chance on deleting something.
