I'm trying to install the NI Package Manager, but I receive an error saying that a file is already installed. To resolve this, I manually deleted all files related to NI. However, I wasn't able to delete one file: "nimdnsNSP.dll" — it seems to be locked or in use.
Even with this file still on my system, I attempted to reinstall the NI Package Manager, but the same error appears (as shown in the attached image).
Does anyone have any idea how I can fix this issue?

There is a "safe" way to remove LabVIEW from a PC, and there are many "unsafe" ways to "delete all files related to NI". Fortunately, there is a way to fix this (I did it twice when in 2017 when NIPM was first introduced):
The (only, as far a I know) safe way to uninstall LabVIEW is to use NIPM. You do the following:
