I understand the Bit file will be downloaded, but it will not Reflash the bit file during this process, so that when power is cycled, it will need to be downloaded again.  So, I still have a need to reflash the bit file!

Sorry about my late reply, I was waiting on some more information from one of my sources.  The utilities that are available can only be used in LabVIEW.  There has been work on making them easier to use, but a LabVIEW independant utility may not be available at present.  Even if one was available the customer must have NI-Rio installed to use them. 

The programmatic solutions all involve downloading the bitfiles, but not to the flash.  So creating your own utility does not look like an option either.  I will let you know if I find that the circumstances of the non-LabVIEW utilities change.
