I am controlling three translation stages using an Oriel Mike Encoder 18011.

Newport (they bought out Oriel on this product line) has a driver that they can provide if you call them up, but I haven't been able to make it work.  As usually happens with my attempts at serial control, it works great in hyperterminal, but I sure can't figure out how to do it with labview.
