how do i change the default palette

So I have Labview 2009, but I don't like that the palette defaults to express VI's, I want it to default to the programming Palette.  I am struggling to find how to make this the default when I right click the background of the block diagram.

Right click, 'pin' the palette, hit the view button->Change visible categories.
