Unfortunately, I have no choice for a selection, I am admin on this computer so that shouldn't be an issue?

Oh, never mind I have to select the item first, that is a major pain during development if everything is always locked and I have keep unlocking something every single time I want to move it?

That's why no one ever uses this feature, controls aren't locked by default, you have to make an effort to lock them, and then an effort to unlock them.

No. Nothing is ever locked up.
Only if you intentionally locked it, or unintentionally because you clicked the wrong thing while doing something else.

Nothing is locked by default.

Ok nevermind agian, it still does not work, If I draw a box around a single item then as soon as I select the menu the item becomes unselected and I have no choices again. If I select a group of them like two buttons then all I can do is Lock them...lol

Apparently you have to draw box around the item to move it, you can't just click and drag it...wow...

Definitely not the solution to your problem.
You just need to make sure you have the correct cursor showing when you click on it. The arrow cursor is the cursor you want. If you move too far and get the pointing hand cursor, then clicking will operate the control as opposed to selecting it.

Auto-tool strikes again.
Okay not so much, but LabVIEW by default has a thing called auto-tool on, where it will select the tool it thinks you want based on what the mouse is over. It takes some getting used to, and you need to more or less change your habits to convince the tool to be the tool you want.
For this reason I am a developer who chooses to turn auto-tool off and select the tool I want, the overwelming majority of developers use auto-tool without much trouble and I'm sure if I forced myself I could change tool. For those not using auto-tool you can hit tab over and over to get the tool you want, or press spacebar to switch between the two common ones.
To mess with auto-tool, or even to select a tool manually, you can hold Shift, and right click the block diagram or front panel. This brings up the tools menu, and here you can turn auto-tool on or off, or pick the tool you want.
