how to control speed of video file

HI,

 I want to control the frame rate  of a video file so as to play it with different speeds(eg. 1x/2x/4x) Is it possible?

 I am using Labview 8.5.I have opend WMP & have used property node :=> Class:ActiveX=>WMPlib.IWMsettings..n selected property as rate.

 but i don't know if it is frame rate or data rate or bit rate....so please help me with this problem.
