when creating a new library does the subvis of the vi get save as well, if it does not then how to create a library that also saves subvis?

Presumably you're referring to an LLB? If so, subVIs get saved into the LLB as well, as long as they're statically called (i.e., have been placed on the block diagram, as opposed to being called dynamically).
